American Red Cross Thailand - Program Coordinator

Purpose: To assist the country delegation in a variety of tasks to ensure program quality and integration of all programmatic sectors (currently Disaster Preparedness, Health (including Psychosocial support and Water and Sanitation) and cross-cutting themes, such as gender and environmental standards, in all interventions. The position provides support to the facilitation and review of project proposals and to strategic and annual planning. Serves as a prime counterpart with TRCS and other Red Cross/Red Crescent partners and monitors implementation and reports to Senior Field Representative.

Background: The Program Coordinator will oversee the overall programmatic aspects of the tsunami recovery program for Thailand. The position will assist in providing project oversight and technical assistance to program staff in designing, implementing, and evaluating tsunami response programs in community-based health, psychosocial support, water and sanitation, disaster planning and preparedness, and restoring infrastructure and livelihoods in collaboration with Red Cross and non-Red Cross partners. Ensuring programmatic quality and impact across all projects will be the main objective of this position. This includes overseeing project design and monitoring and evaluation aspects of projects and cross-cutting program themes.

Responsibilities:
  • Ensure impact-oriented, sustainable project results within timely and cost-effective parameters by performing general program quality reviews, organizing value-added trainings, and sharing tools necessary to achieve desired results
  • Maintain close contact with program managers to ensure that interventions adhere to international project implementation and development standards. Conduct occasional site visits to meet with program staff and/or beneficiaries
  • Provide support to all staff in ensuring that cross-cutting themes are considered in interventions at all levels, especially in project design, work plans, and trainings
  • Assist project teams in the design and development of concept papers and proposals. Ensure that all on-going projects have approved documentation, including workplans, M&E plans, and budgets
  • Contribute to the internal and external proposal submission and review process at the delegation, HQ, and RCRC Movement Platform levels, as well as to a timely movement of proposals through the entire process
  • Assist in updating management and administrative systems to enhance project accountability
  • Support the implementation of the Country Strategic Plan and Annual Operations Plan for Thailand, as well as on-going follow-up, review, and tracking of strategic planning, in coordination with the relevant counterparts, Information and Reporting Delegate, and Thailand Desk Officer
  • Coordinate and communicate with SFR, Desk Officer, and Senior Program Advisor as well other Red Cross and non-Red Cross partners
  • Provide limited support in program quality and cross-cutting themes to AmCross programs in Bangladesh, Malaysia, Myanmar, which fall within the management of the Thailand delegation
  • Provide additional program support as requested by the Senior Field Representative

Qualifications and Requirements:

Bachelor’s degree in social sciences or related field required, master’s degree preferred. Minimum three years’ experience in program design, implementation and proposal review required. Experience must include training, facilitation, and strategic planning. Experience with development sector preferred. Experience with logical frameworks and impact-oriented monitoring and evaluation an added advantage. Familiarity with ARC operating environment helpful. Self-motivated, with good judgment and initiative. Excellent communication and interpersonal skills. Able to prioritize, meet deadlines, and achieve results through collaboration. Must be flexible and adaptive to change. Computer proficient, especially in MS Office. Fluent in English and Thai (southern dialect a plus). The position is based in Bangkok and 25%-50% travel to the field is required.
