American Red Cross Thailand - Project Coordinator of Water and Sanitation Programme

Project Management:
Position reports to AmCross Water and Sanitation Delegate in field and Regional Head of Delegation as necessary.
Assist in the management of available resources in such a way that programme objectives are met, so far as circumstances allow, and to do so in accordance with protocols of Thai Red Cross, American Red Cross, and International Federation of the Red Cross and Red Crescent Societies.
Recruit and manage programme staff and volunteers at the district level, ensuring they have the necessary induction and support.
Ensure compliance with IFRC policy requirements, including Sphere and the Code of Conduct.
Carry-out any other duties requested by the AmCross Water and Sanitation Delegate, Regional Head of Delegation or by other collaborating Movement partners as required.

Networking:
Establish contact and working relationships with appropriate local authorities and other organizations involved in the water and health sectors at local and regional levels.
Assist in ensuring smooth collaboration with AmCross, Thai Red Cross, IFRC, Movement partners, local authorities, including the Departments of Education, Water, and Health, other NGOs, community leaders and all other important stakeholders at the regional, provincial, district, sub-district, and village levels.
Represent TRCS and AmCross in meetings of co-ordination bodies, local authorities and communities.
Serve as information resource about programme to local authorities, Movement partners, and other organizations in sector.

Strategic Planning and Programme Implementation:
Lead assessments and help develop and co-ordinate longer-term and sustainable interventions in line with the programme, provincial and district development plans and strategic plans of the Thai and American Red Cross Societies.
Take part in developing baseline studies in project areas to establish appropriate programme indicators, from which to measure overall impact of the project.
Take lead in developing community-based water, sanitation, health, and hygiene awareness methodologies using participatory approaches such as PHAST.
Liaise, as appropriate, with Thai Red Cross experts with regard to health programming in order to meet project goals.
Take lead, in close collaboration with the AmCross Water and Sanitation Delegate, in designing appropriate trainings for local authorities, schools, and communities as required by objectives of programme.

Programme Reporting:
Prepare and submit quality programme reports, in collaboration with AmCross Delegate, including all support documentation to Thai Red Cross and AmCross every quarter or as established.
Prepare comprehensive bi-weekly situation reports for the TRCS and AmCross.
Receive and review bi-weekly reports from Project Officers operating in districts.

Programme Budgeting:
Collaborate closely with the AmCross Water and Sanitation Delegate in the management of programme budgets, ensuring timely and accurate financial reporting to AmCross Financial Delegate, and to prepare amendments as necessary and to ensure the full compliance with financial and logistics procedures.

Programme Monitoring & Evaluation:
Collaborate closely with AmCross Water and Sanitation Delegate for overall project monitoring and impact evaluation to ensure appropriate and effective programming response.
Strive to ensure that the programme is implemented in a consultative and participative manner, incorporating a strong gender and diversity component, not only within the organisation, but also in project design.

Skills
English and Thai, writing, speaking and comprehension
Advanced degree in social sciences or related field
Experience with humanitarian organizations in a similar coordination role
