American Red Cross Thailand - Project Officer WSHPP II

Position: Project Officer of Water, Sanitation and Health Promotion Programme (WSHPP)

Preferred experience would include:

  • Working with humanitarian organizations in similar role, especially with public health programmes;
  • Ability to communicate effectively in written and spoken English as well as Thai;
  • Practical knowledge of project area;
  • University degree in public health or social sciences;
  • Computer skills in Microsoft Office and willingness to learn new applications as needed;
  • Knowledge of Thai Red Cross and Movement principles including Code of Conduct including a well-rounded knowledge of public health issues;
  • Knowledge of participatory community development methods and teaching experience.

Project Officers would:

  • Report to Project Coordinator in conducting specified activities for implementing community-based water and sanitation programme, providing bi-monthly written reports;
  • Travel extensively in project area to supervise and monitor project activities in accordance with programme objectives as required;
  • Research and liaise with relevant local authorities in collecting baseline health information on target communities;
  • Work with team in assessing prioritizing target communities for appropriate interventions;
  • Provide technical support and advice for communities and local authorities;
  • Manage WSHPP activities in respective province;
  • Conduct participatory community assessment activities;
  • Recruit, hire and manage up to six project assistants from within target communities for conducting programme activities;
  • Coordinate other Movement interventions in health care and disaster management as required;
  • Effectively communicate programme objectives and participatory approach to local authorities and beneficiaries;
  • Train selected community members and volunteers involved in school, health facility and community projects as well as other trainings as needed to achieve programme objectives including baseline surveys. Project Officers would be trained in PHAST (hygiene awareness) methodologies and would be expected to transfer knowledge to community members and groups;
  • Establish contact and working relationships with appropriate local authorities and other organizations involved in the water and health sectors at local and regional levels;
  • Ensure compliance with American Red Cross, Thai Red Cross, and IFRC policy requirements, including Sphere and the Code of Conduct;
  • Strive to ensure that the programme is implemented in a consultative and participatory manner, incorporating a strong gender and diversity component as per approach of IFRC;
  • Carry-out any other duties requested by the Project Coordinator, American Red Water and Sanitation Delegate, Regional Head of Delegation or by other collaborating Movement partners as required.
