Education Development Center, Inc. (EDC) will implement an Ethnic Minority Education Project from April 2007 to April 2009 and seeks to fill the position of Field Manager. The project involves identifying schools with high amounts of out-of-school ethnic minority and underprivileged youth, providing community outreach to get children back to school, training teachers in UNICEF’s Child Friendly Schools program, working closely together with local ESAO, advocating to local government for increased access to ID cards for marginalized ethnic and migrant communities, and facilitating alternative education (where appropriate) to working children. This position requires fluency in both Thai and English and communication with international Bangkok office, government, and international community to share lessons learned is essential.

Main Responsibilities:
Implementation:
  • Manage staff assigned to the project, including, training, coaching, evaluation and appraisal.
  • Manage and implement the Ethnic Minority Education Project in Phang Nga Province.
  • Build capacity for the local partners as needed. Provide or facilitate appropriate trainings.
  • Be based in Phang Nga Province full time.

Advocacy:
  • Work closely with/advocate to government agencies (including ESAO and Ministry of Interior) to help build systems and capacity.
  • Accompany donor representatives and other official visitors in the field when requested.

Monitoring and Evaluation
  • Conduct action-research, work with local communities and partners to identify on-going needs
  • Manage the administrative and financial aspects of the project; write up monthly work plans and quarterly reports.

Communication
  • Liaise with other NGOs, government, community and donor organizations and form collaborative partnerships whenever appropriate for the project activities.
  • Coordinate and communicate with BKK office on project activities, progress and challenges.
Qualifications/Skills/Experience:
Skills:
  • Given the necessity of working closely with Thai-speaking communities, this position is available to native-Thai speakers only.
  • Excellent communication including writing reports in English, organizational and negotiating abilities is required.
  • Must have community mobilization and outreach skills
  • Must be able to work effectively with people from varied backgrounds, disciplines, and cultures and be able to delegate responsibility and supervise staff.

Experience:
  • 3-5 years of experience in NGO project development, implementation and management is required.
  • Must have field experience in Thailand and knowledge of NGOs, project design, implementation, evaluation and review.
  • Experience in budgeting and drafting reports is required; experience in fundraising is preferred.
  • Specific experience working with children and ethnic minorities is recommended.
  • Knowledge of the National Education system and experience in training would be an advantage.
  • Knowledge of the local economic, educational, and employment situation in Thailand, and with specific knowledge of Phang Nga province is preferred.

Education: Bachelor degree in education, social sciences, economics, international development or public administration. Must be computer literate and experienced with financial and project reporting.
